Background of the Study

IT service management (ITSM) frameworks, such as ITIL and COBIT, provide structured approaches to managing IT services and ensuring their alignment with organizational goals. These frameworks are essential for maintaining business continuity, especially in critical sectors like healthcare, where IT systems support patient care and administrative operations (Bello & Ibrahim, 2024).

Hospitals in Yobe State face significant challenges in ensuring uninterrupted IT services due to factors such as inadequate infrastructure, resource constraints, and security threats. This study explores the role of ITSM frameworks in enhancing business continuity in hospitals across Yobe State.

Statement of the Problem

Healthcare facilities in Yobe State often experience IT service disruptions that compromise patient care and operational efficiency. These issues stem from the absence or ineffective implementation of ITSM frameworks, leaving organizations ill-prepared to manage IT-related incidents. Understanding the link between ITSM frameworks and business continuity is critical for improving healthcare delivery in the region.

Objectives of the Study

  1. To evaluate the role of IT service management frameworks in ensuring business continuity in hospitals in Yobe State.
  2. To identify challenges hospitals face in implementing ITSM frameworks.
  3. To assess the effectiveness of ITSM frameworks in mitigating IT service disruptions.

Research Questions

  1. How do IT service management frameworks ensure business continuity in hospitals in Yobe State?
  2. What challenges do hospitals face in implementing ITSM frameworks?
  3. How effective are ITSM frameworks in mitigating IT service disruptions?

Research Hypotheses

  1. IT service management frameworks do not significantly ensure business continuity in hospitals in Yobe State.
  2. Challenges in implementing ITSM frameworks do not significantly affect their effectiveness.
  3. ITSM frameworks are not significantly effective in mitigating IT service disruptions.

Scope and Limitations of the Study

The study focuses on hospitals in Yobe State that utilize IT systems for healthcare delivery between 2023 and 2025. Limitations include variability in ITSM framework adoption and the evolving nature of healthcare IT requirements.

Definitions of Terms

IT Service Management (ITSM) Frameworks: Structured guidelines for managing IT services to meet organizational needs.
Business Continuity: The ability of an organization to maintain essential functions during and after a disruption.
